Chapters are dedicated to sustainable design, universal design, transit-centered urban villages, wayfinding, and "traffic calming." Almost every essay is written by a different expert, which affords a diversity of experience and voice, and the tome liberally uses photographs, drawings, diagrams, and charts with informative statistics and demographics. It may offer more than you want to know, but after a selective read, it should be parked on your shelf as an invaluable reference.

Author Sigurd Grava, FAICP, who teaches planning at Columbia University and is vice-president and technical director of planning at Parsons Brinckerhoff Quade and Douglas, takes an optimistic long view: "There were periods in urban history when only a single transportation mode was reasonably available--horses, steam locomotives, or streetcars--and, thus, evaluation and selection were not much of an issue." Today, in contrast, there are many options, and we have the opportunity--and difficulty--of choosing appropriate modes from an unprecedented number of possibilities. The book is arranged by mode. Separate chapters deal with walking, bicycles, motorcycles and scooters, automobiles (the longest chapter with more than 100 pages), paratransit, taxis, buses, bus rapid transit, trolleybuses, streetcars and light rail, monorails, heavy rail, commuter rail, automated guideway transit, waterborne modes, special modes, and intermodal terminals. "The fundamental premise of this review," writes Grava, "is that all modes are good, but only in their proper place." The author makes no attempt to discuss the "urban transportation problem" or comprehensive planning in general, but he does laydown some general criteria. Each mode gets a thorough listing of its pros ("reasons to support") and cons ("reasons to exercise caution") and its cost. The treatment is semi-technical, more detailed than is likely to appeal to the general public but not at the level of mechanical or traffic engineering. The author negotiates the many controversial areas of this subject with aplomb, including whether bicycle lanes are a good idea and what costs auto users do and do not pay. "Gasoline taxes and user charges cover less than two-thirds of all the tangible costs," he writes, "if, besides the construction and maintenance of roadways, highway patrols, traffic management, emergency response, and police investigations are also included," and even less if parking, accident costs, and pollution are added. On the other hand, "if the overwhelming part of the society is the beneficiary of this assistance, then they are simply shifting their own resources from one budget class to another, and they have the right to do that. And, if a rigorous cost-benefit analysis were to be demanded, the American public would easily see sufficient benefits in this situation to justify the costs."

Từ lâu nay, tại những nước thuộc khối Anh - Mỹ luôn tồn tại những tranh cãi dai dẳng về sự phân chia vai trò giữa các kiến trúc sư và các nhà quy hoạch đô thị trong một dự án quy hoạch đô thị. Giới kiến trúc sư luôn buộc tội các nhà quy hoạch đã quá quan tâm đến những vấn đề thẩm mỹ trong khi không có chuyên môn về lĩnh vực này. Còn giới quy hoạch lại cáo buộc các kiến trúc sư chỉ biết xây dựng các công trình như những vật thể đơn thuần chứ không cân nhắc tới những tác động của chúng đối với không gian xung quanh và cấu trúc đô thị. Để dung hoà bất đồng này, các nhà chuyên môn trong lĩnh vực đô thị ở Anh đã tập trung đi tìm những điểm chung giữa hai nghề này thay vì khai thác những khía cạnh tạo nên sự chia rẽ. Chính trong bối cảnh đó, chuyên ngành thiết kế đô thị đã chính thức ra đời từ đầu những năm 1980. Thực ra chuyên ngành này đã tồn tại từ trước đó nhưng phải đến giai đoạn này nó mới được định hình theo hình thức như hiện nay.

Thiết kế đô thị có thể được định nghĩa như là một quá trình tạo lập các không gian đô thị, một nghệ thuật tạo dựng các địa điểm khác nhau trong một thành phố. Chuyên ngành này sinh ra từ lĩnh vực quy hoạch phát triển đô thị nhưng tập trung vào việc thể hiện các địa điểm quy hoạch về mặt hình thể. Dáng vẻ của các công trình hay của quần thể các công trình cũng như những không gian và cảnh quan xung quanh đều được tính đến. Tính phức tạp của chủ đề cần xử lý đòi hỏi phải có khả năng tạo sự cân đối và phối hợp giữa nhiều lĩnh vực khác nhau như kiến trúc, cảnh quan và kỹ thuật thi công. Thiết kế đô thị rất quan trọng do vừa chú trọng đến sự hài hoà tổng thể của một không gian trên quy mô lớn nhưng đồng thời cũng quan tâm tới cấp độ từng chi tiết. Như vậy, chuyên ngành này tạo thuận lợi cho việc thiết kế - quy hoạch những địa điểm có sức hấp dẫn lớn, nơi hình thành và duy trì vĩnh viễn một đặc điểm riêng mang tính bản sắc mạnh mẽ. Có thể coi sự biểu hiện những giá trị đó về mặt thị giác như là chìa khoá để tạo ra những không gian mang nhiều tính ưu việt cả về mặt xã hội và kinh tế, đồng thời tạo cảm giác thân thiện cho cả những người sinh sống tại đó hay chỉ đơn thuần ghé thăm.

Trên thực tế, có quá nhiều dự án quy hoạch hiện nay đã bỏ qua yếu tố làm đẹp cho không gian đô thị khi đưa ra những kiểu kiến trúc nhàm chán, không tạo được bản sắc riêng, không hài hoà với cấu trúc chung của thành phố, các không gian xanh không được quy hoạch một cách phù hợp hoặc thậm chí không hề có. Những nhược điểm đó về thiết kế đã dẫn đến hậu quả là tạo ra những không gian lộn xộn, ít hiệu quả sử dụng, đồng thời làm giảm giá trị của toàn bộ không gian đô thị. Chính vì vậy, thiết kế đô thị chú trọng tới việc tạo ra những địa điểm có chất lượng cao, được sử dụng theo nhiều cách khác nhau và dành cho nhiều đối tượng khác nhau. Đây thực sự là một công cụ đắc lực đảm bảo cho sự phát triển đô thị bền vững.

Trước hết cần có một tầm nhìn

Vậy cụ thể thì các nhà thiết kế đô thị làm những gì? Vai trò chính của nhà thiết kế đô thị là phải có được một tầm nhìn đối với các không gian cần thiết kế - quy hoạch. Họ sử dụng trí tưởng tượng, khả năng sáng tạo cũng như những hiểu biết về kỹ thuật và các nguyên tắc cơ bản để tạo lập hoặc tái tạo những không gian mà chúng ta đang sống và làm việc. Họ diễn tả những thuận lợi và khó khăn của mỗi tác nhân tham gia vào quá trình phát triển đô thị. Điều đó đòi hỏi cần có sự hiểu biết cả về thực hành quy hoạch phát triển đô thị và về lợi ích của các chủ thể tham gia làm quy hoạch. Họ bắt đầu công việc của mình bằng những cuộc điều tra nhằm phân tích sự vận hành của các địa điểm không gian cần thiết kế - quy hoạch và hoạt động của những người thường xuyên qua lại tại những địa điểm này. Trên thực tế, đó là việc tìm hiểu toàn bộ bối cảnh thực thể, kinh tế, chính trị, không gian và xã hội của địa bàn.

Tiếp theo đó, các nhà thiết kết đô thị sẽ mô tả các không gian đô thị - bằng những phác thảo đơn giản hoặc những bản vẽ kỹ thuật - từ tỷ lệ của cả một thành phố hay một khu vực tới tỷ lệ một đường phố hay một không gian xanh quy mô nhỏ. Họ sử dụng công cụ diễn tả bằng thị giác như một yếu tố chính để truyền đạt ý tưởng tới các chủ thể tham gia quy hoạch và công chúng. Những hiểu biết về địa bàn và năng lực chuyên môn sẽ cho phép họ hỗ trợ các chủ thể tham gia quy hoạch tạo lập được những không gian phát huy giá trị của cảnh quan đô thị.

Tại Anh có rất nhiều nhà chuyên môn khác nhau trong lĩnh vực quy hoạch và phát triển đô thị tự nhận mình là nhà thiết kế đô thị. Xét theo một nghĩa nào đó, tất cả các tác nhân tham gia làm quy hoạch đều là những người làm thiết kế đô thị. Điều quan trọng là phải hiểu rằng đó không phải là một nghề chính thống mà chỉ được thừa nhận qua thực tế hành nghề quy hoạch phát triển đô thị. Tất nhiên, người thiết kế đô thị không phải là người thành thạo tất cả các lĩnh vực liên quan đến quy hoạch phát triển đô thị mà chủ yếu phải là người có khả năng bao quát được tất cả mọi điểm mạnh, điểm yếu để có thể đưa ra một cái nhìn tổng quát phù hợp nhất.

Hiện nay tại Anh, nghề này ngày càng thu hút nhiều nhà chuyên môn trong lĩnh vực quy hoạch phát triển đô thị bởi nó mang lại thu nhập rất cao và luôn đòi hỏi nhiều sáng tạo. Mặc dù các chính quyền địa phương cũng như các văn phòng nghiên cứu tư vấn của tư nhân đều có nhu cầu rất lớn về tuyển dụng chuyên gia thiết kế đô thị, song số lượng những nhà thiết kế đô thị chuyên nghiệp vẫn quá ít, nhất là do thiếu những nhà quy hoạch được đào tạo bài bản trong các trường đại học.
